Consolidation of the principle of consultation

The Emirate of Sharjah is one of the first Arab cities in the experience of the municipal councils, where the emirate took this experience in the mid-seventies of the last century, from the wise and insightful visions of His Highness Sheikh Dr. Sultan bin Mohammed Al Qasimi, Member of the Supreme Council and Ruler of Sharjah Homeland and all residents at home through platforms that reflect their concerns and problems and work to solve them by all means.

In February 2005, the emirate of Sharjah took a major step in establishing this experience through the municipal councils in its modern form. His Highness the Ruler of Sharjah issued Amiri decrees to form nine municipal councils for the cities and regions of Sharjah Emirate. In practical terms, the municipal councils are considered as monitoring bodies to propose laws, regulations, supervision, follow-up and supervision of the activities of the executive organ of the municipality in order to enhance the contribution of citizens to serve their cities and regions.

As for the objectives for which the councils were established, they reflect the directives of His Highness Sheikh Dr. Sultan bin Mohammed Al Qasimi to be the public mouths of citizens and residents in the Emirate of Sharjah and the eyes that look at their needs and their problems to be discussed during periodic meetings in order to reach satisfactory solutions that The dignity of the citizen and the resident shall be preserved.

Formation of Municipal Council

The Municipal Council shall consist of a Chairman, a Vice-Chairman and a number of members with opinions, competence and experience
The term of membership of the Council shall be two Gregorian years starting from the first meeting. The Board shall continue to conduct its business at the end of its term until a new Board is appointed.

The meetings of the Council shall be at the invitation of its Chairman, addressed to the members, specifying the place and time of the meeting, and shall be accompanied by the agenda, memoranda, reports, draft resolutions and recommendations related to the subjects listed on that table, unless previously distributed.
Many tasks fall within his competence, notably:
1- Studying the proposals submitted by the members of the Council regarding any questions that may be taken in the field of municipal affairs, which include the regulations for food, public health, hygiene and sanitation, the establishment and development of gardens and parks, waste collection and recycling, the bulk animal sheltering organization, and the issuance of building permits, demolition, restoration and alteration of buildings.

2. Considering and expressing opinions on issues and matters related to the affairs of the municipality referred to the Council by the Governor, the Executive Council or other governmental bodies.
3 - Search and decide on petitions, complaints and proposals related to municipal affairs.
4 - Proposing naming suburbs, neighborhoods, streets, roads and new fields in coordination with the competent authorities.
5. Approval of the draft budget for the new financial year as well as the draft final account for the financial year ended.
6- Proposing, modifying, exempting, canceling, and collecting fees, fines, taxes and penalties of a municipal nature, provided that a decision is issued by the Executive Council.
7. Proposing the establishment of public parking spaces for all types of vehicles and berths in coordination with the competent authorities.
8 - to express an opinion on the control of prevention of begging and all phenomena contrary to regulations and traditions in coordination with the competent authorities.

9- Setting up and monitoring the regulations of restaurants, shops, cafes, clubs, stadiums, cinemas, opening and closing dates, as well as public utility systems in terms of maintenance and good performance of facilities in general.
